Nearly everyone is prioritizing upskilling—but HR professionals aren’t convinced that their organization’s efforts are reaching a high enough quality standard.

That’s according to this 2025 edition of the PeopleFluent-sponsored ‘Future of Upskilling and Employee Learning’ report from HR.com. The findings suggest that while one in three respondents consider upskilling to be among their organization’s top three priorities, just 21% give their L&D efforts a score of eight out of 10 or above—and 56% score those efforts six out of 10 or below.
